Arizona Workers’ Compensation Defense
The Industrial Commission of Arizona is the forum for litigating workers’ compensation matters, and though it has buildings in Phoenix and Tucson, it also periodically holds hearings in other cities to serve the parties in outlying areas. Our attorneys represent employer and insurance clients all over the state of Arizona and attend hearings wherever the Industrial Commission of Arizona conducts them.
Arizona Court of Appeals—Special Actions
Awards from the ICA may be appealed to the Arizona Court of Appeals by a Petition for Special Action. Norton & Brozina defends its clients’ favorable decisions at the Arizona Court of Appeals and seeks review of unfavorable decisions when appropriate.
Arizona Full and Final Settlements
Norton & Brozina was instrumental in pushing for and drafting legislation to allow for full and final settlement of claims. The firm was actively involved in the legislative process that amended and streamlined the full and final settlement statute in 2018. The firm has dedicated attorneys, staff, and technology to meet our clients’ desire to actively pursue full and final settlement of Arizona workers’ compensation claims.

Uninsured Employers
Norton & Brozina selectively accepts representation of uninsured employers in Arizona workers’ compensation hearings or negotiations with the Industrial Commission. We can often assist an uninsured employer with negotiating a favorable settlement, defending compensability of a disputed claim, ensuring that the ICA Special Fund diligently adjusts a compensable claim, and negotiating full and final settlement of claims.
